a) Hiring of Project Staff & Orientation

All project staff will be hired for a fixed term period and placed at MST Office, MST Detoxification Center & MST Rehabilitation Center in Quetta. An advertisement will be placed in one regional/provincial newspaper for the required positions. Shortlisted CV’s for all positions would be shared with SGAFP and after approval from SGAFP; they will be hired/ deputed for the proposed project. The selected staff including Community Mobilizer, Psychologists/Counselors, Psychiatrists, Nurse and Carpentry Trainer will be oriented by MST management about the project objectives;

Outputs to be achieved, key activities and deliverables, monitoring and reporting formats, code of conduct and risk management to ensure smooth and effective implementation of project activities.

Due to the time constraint, applicant will have to get the project staff on board and identify half of the potential beneficiaries (30 individuals) before the contract signing, to initiate the detoxification, rehabilitation & vocational training cycle well in time.


b) Identification of Beneficiaries

The applicant is providing detoxification & drugs rehabilitation treatments since two decades, so actively connected with the target community. MST Project Manager with the assistance of Community Mobilizer will run an awareness campaign in which banners with the project details shall be displayed and flyers shall be distributed inviting the drug addicts for free of cost rehabilitation service.

MST will also have at least three consultation meetings with other NGO’s working for the detoxification & rehabilitation of drug addicts, UN Agencies particularly UNODC, hospitals and police department to make the list of approx. 200 potential beneficiaries, who are in dire need of detoxification, rehabilitation from drugs and economic mainstreaming.

Following criteria will be used to identify the potential beneficiaries

  • Male individuals who are in need of drug rehabilitation and are capable to earn a livelihood after undergoing the training.
  • Minimum age requirement is 17.5 years so that by the end of this proposed project, they will have valid National Identity Card and will be eligible for seeking employment in the local market.
  • Eligibility to work after basic risk assessment by MST rehabilitation center team.

c) Final Selection of Beneficiaries

MST team including; Project Manager and Community Mobilizer shall intervene to organize and mobilize the family help and patients support. They will categorize the individual; mobilize the patients and family by initial screening and select the 100 patients and their care giver. After the initial shortlisting of beneficiaries through MST Project Manager and Community Mobilizer, panel of qualified Psychologists/Counselors shall finalize and recommend 60 individuals to undertake the vocational training. The list of finalized beneficiaries will include assessment of individuals on following parameters;

  • Not employed at regular basis
  • Particulars of the individuals duly vetted by the local police department/ elected representative (UC Nazim etc.)
  • Written commitment of the family member/ care giver to keep the patient on track
  • Screening for Psychiatric and psychological health by MST Rehabilitation Center staff (both Psychiatrist and Psychologists), and result of test reports
  • Willingness to undergo the vocational training in carpentry trade.

Project Manager with the assistance of MST Rehabilitation Center staff shall maintain the persistent contact with patient and family members for continuous interaction and to keep them inspired to live drug free life, even after the project period.

d) Detoxification of Selected Beneficiaries

Starting from first month of project, MST will engage the first batch of finalized drug addicts (30 individuals) and get them on board for in-house detoxification at MST Detoxification Center for one month.

During detoxification process the body is allowed to free itself of a drug, and the symptoms of withdrawal are also treated. It is the primary step in any drug treatment program, and is used as the initial phase in treating alcohol, heroin, inhalant, sedative, and other addictions. The goal is to clear the toxins out of the body so that the body can adjust and heal itself after being dependent on a substance. MST Project Doctor (Psychiatrist) shall monitor the withdrawal symptoms of each patient and treat them accordingly.

 

In order for the recovering person to stay abstinent on a long-term basis, detoxification needs to lead into long-term residential treatment or outpatient drug treatment lasting three to six months.

e) Rehabilitation of Beneficiaries

Following the detoxification, MST shall move the patients to MST Rehabilitation Center for 04 months period, where the project psychologists shall conduct group sessions with the patients to open up and learn about their mindsets. Simultaneously the psychologists shall also conduct two one to one structured psychological sessions with each patient per week for the period of 03 months. In the fourth month group sessions and family members/ care taker sessions shall be arranged.

MST will hire the services of 02 Counselors/ Psychologists for 04 months period/ cycle (hiring for 08 months in total), wherein each counselor will take 06 individual sessions per day with his/her assigned patients for first 03 months.

Psychologists/ Counselors will determine suitable techniques of Cognitive Behavior Therapy (CBT) after studying the individuals thinking pattern. Basically, the negative thinking patterns are the main cause of addiction. These powerful, destructive thoughts are prevalent in individuals struggling with substance abuse and all-or-nothing thinking contributes to their sense of powerlessness and lack of control over their addiction behavior. CBT takes on some of the negative or distorted thinking and tackles cognition tendencies that are deeply ingrained in individuals struggling with addiction. By assisting the patients to recognize the thinking that drives their addiction behavior, substance abuse can be treated effectively.

Each individual will attend eight CBT sessions on a monthly basis; each will last for approx. one hour duration conducted at MST Rehabilitation Center, there by leading to a total of 24 individual sessions per person in duration of three months. After which participants will be referred for additional therapy, group therapy or medication if needed. In addition to this, there will be a pre and post assessment by the counselors to measure the improvement.

MST shall maintain the list of family members/ care givers contact details, while MST Admin Officer shall follow up with the families in the post project period as well, to reduce the chances of relapse in patients and provide immediate intervention if required.

f) Setting up Vocational Training Center for Carpentry Trade

By the second month of project implementation, MST shall establish a vocational training center for carpentry trade in the training hall (27 x 50 ft) located at MST Rehabilitation Center. Equipment and tools required for the said trade shall be procured and placed there for the training of rehabilitating drug addicts. The procurement of all the items shall be made through calling three quotations.

g) Vocational Training

The beneficiaries shall be offered vocational training at newly established MST Training Center in carpentry trade for 04 months duration, 06 hours a day. List of Consumable items required for carpentry training is attached). MST shall hire an experienced local carpenter as a trainer for 04 months period in each training cycle. Individuals undergoing vocational training for the 04 month trade will receive the following:

  • The technical knowledge and skills required to operate the tools for Carpentry
  • Procedures for tool maintenance & tool kit
  • Understanding of relevant rules and regulations regarding health and safety
  • Career counseling, including preparing for job interviews.
